EMCON's services in this field include:

Commercial Development for utilities. There is a strong trend to unbundled vertically integrated utilities as well as a trend to ring-fence the electricity operations of local and regional authorities and separate them into regional electricity distribution companies. This often represents a major shift in orientation and organisation. From our experience of working within utilities as well as consulting to utilities, regulators and policy makers we can assist with many facets of commercial development, particularly at electricity distribution level.

Projects include:
	Electricity Tariff Development: Development and review of tariffs, submission of tariffs to regulator for approval, determining customer impact of tariff changes, tariff harmonisation;
	Business Planning: Development of business plans for regional electricity distributor companies, financial modelling and forecasting;
	Development of data collection and analysis models and software for planning, commercial analysis, revenue analysis, customer management and others;
	Asset Determination and Valuation: Building of techno-financial asset registers for distribution companies, asset valuation;

Regulatory Assistance, in terms of assisting regulators with the development of policies, standards, systems and approaches.

	Development of Quality of Supply and Service Standards for Namibia and associated software;
	Development of a Licensee performance management framework for Namibia;
	Development of a strategic plan for the Namibian Regulator;
	Assistance with the development of the distribution tariff methodology, transmission tariff methodology review, determination of local authority surcharge methodology;
	Development of a standard distribution asset valuation model and associated software.

Electricity Industry Restructuring - assistance to Government and Regulator to plan and implement electricity industry restructuring, with main focus on electricity distribution and supply.

Projects include:
	Assistance to the Ministry of Mines and Energy (Namibia) with the early implementation phase of Regional Electricity Distributors in Namibia - including stakeholder committee management, meeting facilitation, policy development, development of high level approaches to various issues related to the restructuring;
	Assistance to the Electricity Control Board with the more detailed implementation of Central Northern, Central and Southern REDs in Namibia - services including preparation of business plans, high level asset assessment and valuation, assistance with company registration, assistance with managing stakeholder committee meetings, development of a ring fencing implementation guide for local and regional authorities.

Custom Database Software Development - design and development of custom database applications to support business processes and data capturing and analysis tasks in electricity undertakings.

Projects include:
	Development of a regulatory database for the Namibian Regulator;
	Development of a standard distribution company asset register software for the Namibian Regulator;
	Development of a quality of service performance logging and process management software for the Namibian Regulator;
	Development of billing analysis, tariff change modelling and reconciliation software.

Uli's main areas of expertise are in the fields of electricity utility management, electricity industry restructuring and electrification strategy and planning,. Uli has ten years professional and management experience in an electricity utility environment in middle to senior management roles focussing on electrification, electricity distribution, customer management and commercial development. More recently he has led on projects related to electricity industry restructuring, tariff development work for utilities and business planning for regional electricity distribution companies. Uli also has proven data modelling and analytical skills coupled with database design and software development experience.
